The conversation was held on the eve of the Senator's trip to Sri Lanka, where he planned to hold a series of meetings with representatives of Parliamentary Parties from Asia and Europe countries.

Deputy Chair of the Federation Council Committee for Foreign Affairs Andrey Klimov held a meeting with Ambassador Extraordinary and Plenipotentiary of the Democratic Socialist Republic of Sri Lanka to the Russian Federation Dayan Jayatilleka.

As was stated by Andrey Klimov, the meeting took place prior to his trip to Sri Lanka, where he would hold a series of meetings with representatives of Parliamentary Parties of Asia and Europe countries.

The parliamentarian said that Doha (Qatar) would host a regular Assembly of the Inter-Parliamentary Union (IPU) in April. 'I hope that members of your parliament will attend the event as well, and we could arrange a meeting as part of the IPU Assembly activities' he added.
The Senator spoke about the Federation Council structure and authority. "The Federation Council literally addresses war and peace issues. The decision to use armed forces outside Russia is taken by the President, but it should be approved by Federation Council."
Dayan Jayatilleka thanked Andrey Klimov for explaining the essence of the Federation Council's activities – it being the Chamber, providing stability and continuity of political decisions.
He also mentioned the importance of inter-parliamentary dialogue pertaining to critical issues on the global agenda.
