H.E. Dr. Dayan Jayatilleka assumed duties at the Mission on 03 September 2018 as Ambassador Extraordinary and Plenipotentiary of the Democratic Socialist Republic of Sri Lanka to the Russian Federation.


Dayan Jayatilleka, PhD, was the Permanent Representative/Ambassador to the UN in Geneva and other International Organizations (2007-2009) and Ambassador Extraordinary and Plenipotentiary of Sri Lanka to France accredited to Spain and Portugal, and Permanent Delegate of Sri Lanka to UNESCO, Paris (2011-2012).

While at the UN in Geneva, he was

    - Chairman of the Governing body of the ILO (2007/2008)
    - Was elected as Chair of the the Asian Group of Ambassadors at the UNHRC
    - Vice President of the United Nations Human Rights Council 2007/2008,
    - Chairman-Rapporteur of the UN Human Rights Council's Inter-Governmental Working Group on the effective implementation of the Durban Declaration         and Programme of Action of the UN World Conference against Racism, Racial Discrimination, and Xenophobia and related Intolerance.
    - Coordinator, of the Agenda Item on "General and Comprehensive Nuclear Disarmament" of the UN Conference on Disarmament.
    - Coordinator, Asian Group, UNCTAD 2009.

He was a Visiting Senior Research Fellow at the Institute of South Asian Studies, National University of Singapore and a former Senior Lecturer of the Dept. of Political Science and Public Policy, University of Colombo.

He was a regular lecturer at the Bandaranaike Diplomatic Training Institute in Colombo and was on the board of its publication. He was regularly invited to lecture at the academies of the military.

He was a political analyst, columnist and commentator in the media for over 40 years and had his own award-winning fortnightly TV shows of national and global political analysis (in English and Sinhala) in Sri Lanka for the last five and half years.

He was a Minister of the Northern and Eastern Provincial Council in 1988 after the Indo-Sri Lanka Accord (in his early thirties he was the youngest Provincial minister at the time) and an advisor to President Premadasa a year later. During this time, he was also Director Conflict Studies at the Institute of Policy Studies, Colombo, reporting to the President.

Dr. Jayatilleka has a B.A. (Honours) degree in Political Science from the University of Peradeniya where he won the award for the best results in Political Science. He was a Fulbright scholar (1981-1982) and completed his PhD at Griffith University, Brisbane, on a scholarship awarded by the Australian Government.

He is a Member, International Panel of Expert Group, Security Index, PiR Center (Centre for Policy Studies, Russia/Centre Russe d'Études Politiques, Geneva).

He is the author of The Fall of Global Socialism, a Counter Narrative from the South (Palgrave MacMillan, London), Fidel’s Ethics of Violence (Pluto Press, London), Long War, Cold Peace (Vijitha Yapa, Colombo) and Unfinished War, Protracted Crisis (Vikas, Delhi).

Dr. Jayatilleka is married to Sanja Jayatilleka, an accountant by profession, frequent commentator on international affairs in the Sri Lankan press and author of Mission Impossible Geneva: Sri Lanka’s Counter-Hegemonic Asymmetric Diplomacy at the UN Human Rights Council (Colombo 2017).

Dr. Dayan Jayatilleka assumed the duties of Ambassador Extraordinary and Plenipotentiary of the Democratic Socialist Republic of Sri Lanka to the Russian Federation in September 2018. He presented his Letters of Credence to H. E. Vladimir Putin, President of the Russian Federation, on October 11, 2018.
