The Commander of the Sri Lanka Air Force Air Marshal Bandu Edirisinghe represented the country at the 13th International Meeting of High-Ranking Officials Responsible for Security Matters, attended by over 120 delegations from 104 countries, including members of BRICS, SCO, ASEAN, CIS, the League of Arab States, the African Union, the CSTO and other international organizations, which was held from May 27-29, 2025 in Moscow.

The Forum was inaugurated with the welcome speech of the President of the Russian Federation Vladimir Putin. The main theme of the plenary session was "Formation of an architecture of equal and indivisible security: challenges and opportunities for states of the global South and East".
The participants at the discussion were addressed by the Russian Foreign Minister Sergei Lavrov, and Secretary of the Security Council of the Russian Federation Sergei Shoigu.
On the margins of the forum, Air Marshal Bandu Edirisinghe paid a courtesy call on the Deputy Commander-in-Chief of the Russian Airspace Forces Major General Sergei Grigoriev.
